Torii and Haro is like a representation of Kira and Lacus, where Kira won't talk to Lacus D~
Or maybe I'm just looking at this story from the wrong angle, neh? (Though, the information you provided us does fit together in that way...)

LoL! At first, it SEEMED like it was a Pink-chan/Torii piece, but then, I realized that Lacus kept looking to Kira, and maybe, she thought that she will be able to heal/understand Kira better with time? I dunno, somethin' like that. Good job!
