I knew that was going to be the rule as soon as Percy told Thalia Chiron needed to talk to them. It is a reasonable rule and orphanages (even though this isn't a orphanage) and care home probably have that rule, but this is FAN FICTION! You don't need to be realistic in fan fiction!
