He's doing pure favouritism and he's dumb af and it's not that Kakashi can't make kage bunshin (Shadow clones) either so why can't he teach them?

"Alright, bastard, calm down. I'll get the message to him now." Naruto's clone grumbled as he started to leave. He was stopped when Sasuke held a hand up.
"No need. You're a shadow clone and clones can instantly give their creator information when dispelled." Before the clone could even utter a confused 'Huh?' Sasuke had sunk into his guard and sent an open palm strike to his head, making the clone explode into smoke.
Smirking, Sasuke turned to the training dummy again with a new purpose in his eyes.
SASUKE DOES NOT KNOW THE MECHANICS OF SHADOW CLONES.

So in this story people have to hire “trainers” to advance in the ninja arts? Do you realize how flawed that system is? It leads to a weak village. Very few people will want to pay their hard earned money to acquire additional skills especially at such a high expense.
It’s much more logical to have the village pay for the development of their shinobi.
If it’s like a military, soldiers don’t pay for their own development. They get training and additional skills for free. They even get free education (college or any technical schooling they want).

Clearly, you see the need for a translation list, but if that’s the case, why not include the translation next to the Japanese itself? You’re requiring the reader to scroll down after reading the phrase which interrupts the follow of reading.
