There are moments here where a really beautiful style and understanding comes through. Holly gambling on mermaids existing is very her. The VW description? Nice. Slightly missed Riordan and ended up in Pratchett, but close enough for art. The steampunk phase excuse was perfectly Riordan, though.
Overall, seems like you're learning, even if this story got bogged down in the usual "establish premise, flounder" of most fanfics. When you get back to writing, however many years that takes, good luck.
