Yes for a peace-seeking Harry I can see Canada being appealing. The only reason I see to favor the US is if he's worried about the whole "british commonwealth" thing enabling people to pester him and track him down more easily versus Americans being more anti-brit-sovereignty-rights and more prone to bewildering any searchers.
Of course a lot of the canadian wildernesses are far more vast and terrifying than they seem on a map from afar, and would likely bewilder the hell out of people accustomed to there being hard boundaries in all directions on a set of isles.
