Can't say I've read about a tsundere creature from the depths before. Lets see... From it's perspective it was just hanging around it's territory when this weird looking intruder came and sliced it up with water pressure! How rude.
But the surprises didn't stop there, oh no. Turns out, the intruder was mouth breather from above! That's obviously not ideal for rematch, so the octopus tried to bring it back under. Or maybe just a surprise hug? But when that failed and the fluffy challenger was gone for a while, it resorted to bait it knows Kitsune is after.
Or maybe the octopus happens to have masochistic streak? And there was genuine affection in that surprise hug back when Naruto last tried to figure out water walking, but it came on too strong and caused another misunderstanding? Who knows?

If female ninja were seen as weaker, it would be because that was what was observed. The same way everyone knows full well that men are far stronger than women. And if, as you wrote here, this perspective changed because of a tiny, extremely rare few exceptions among kunoichi, that would prove it is true in this fanfic despite chakra because otherwise they would not be exceptions, they would be the norm. Only a foolish moron would think exceptions disprove a rule. That’s why they’re exceptions instead of being the rule.
Also, real life kunoichi missions were very rarely sexual. Mostly, they took advantage of the fact women were usually ignored and also could easily slip into servant jobs to do all kinds of fun stuff like espionage, assassination, sabotage, etc. and no one would assume a woman would be involved or at least would be sympathetic if she cries while feigning innocence. The same would be true in Naruto for the same reasons.
Besides, the ninja are an extreme meritocracy, so it breaks the suspension of disbelief to say that male and female ninja are equally strong and that females used to be sent only on sexual missions due to somehow magically their strength not being noticed. Because any rivals who did not do that would easily wipe out their competition and no clan is going to risk being annihilated for literally no reason.
