Why are the magicians allowing the Dursleys to be charged for something they did under magical duress? Those death eaters who were "under the imperious spell" and "never really wanted to do those bad things" didn't get in trouble for doing worse things than the Dursleys did.

I'm glad Sirius is helping with the Buckbeak situation. But I would think Amos Diggory would have been less trusting of Lucius Malfoy.

I must say that the concept of an aversion jinx causing someone to hate someone else, would go a long way towards explaining the unreasoning hatred that Snape and the Dursleys have for Harry.

Of course, JKR didn't involve and child welfare dept, magical or Muggle, because the time-honored tradition of much of children's literature, decrees that the protagonists be either orphans, or in some way for the moment, unprotected by their family. That makes the adventures all the more exciting, and frequently funny.
But in fanfiction, I do like to see somebody actually looking out for Harry.
