honestly this is an interesting idea and a damn good story if someone manages to pull this off. however this story can go different ways depending which fate series you choose. if its fate/extra Issei's life is tied directly to Ddraig's so a closer bond is bound to happen.
if its fate/Apocrypha maybe have issei be part of the teams ,either black or red, with issei maybe betraying his team and defecting or making sure that the grail is destroyed for good.
however, the main problem is how to integrate the three factions and the rest of the DxDverse, they would causing alot of problems and there's only a few humans would be able to enforce the rules on them without having servants, not to mention some of the angel,fallen, and devils may try to end the grail way permanently. that and devils would have actively trying to get maguses to become their bishops in the peerages.
I would love to see this idea become a great full-fledged story, maybe multiple stories covering each series. one for fate stay night, one for kaleid liner prisma, one for Apocrypha and the like. good luck to whoever tries their hand at the story and feel free to ask for ideas for the story.

I agree with you on ddraig's gender : he basically is similar to Kyubi yet no one seems to take advantage of that despite the abundance of NarutoxfemKyubi fics.
