You’re still following the canon events in the movies, though I am surprised at that choice. If you wanted to so closely follow canon events, why not choose from the seven seasons of TNG, seven seasons of DS9, seven seasons of Voyager, and the 4 seasons of Enterprise? You’ve restricted yourself to 3 movies with limited events and narrative, whereas those series I named were very rich in detail and lore to draw from.
I like the idea of magic being reawakened on Earth, even the alien magic users, but there is a lot of heavy lifting needed there to sell it. The heavy lifting makes the end product even better in the end, but you skipped a dozen or more steps over and over again to get to that end point. The fun is in the details, not jumping to some far off point where Hogwarts is up and running and semi filled with students. All the actual work being done “off screen” and mostly away from Harry.

I don’t mind a marriage to Klingons, but it feels silly. He met them once and had a fling. One that he barely remembers. How is it he loves them? It’s way too easy and quick.
Also, at this time, the Klingons on outpost K-7 wouldn’t have had their forehead ridges. The events with the augment virus on the show, Enterprise, had already led to them losing them.

Eh, the writing is good, but it’s still so closely following the movies, just with little embellishments. And it seems almost demeaning for Harry to be made chief of security on the Enterprise. It mostly feels like a bit of narrative trickery to keep him on the Enterprise, thus you can use the subsequent movies.
I think the premise of this story is interesting, but it could be a thousand times better if you tried to set a mostly unique course away from the canon events…maybe only from time to time veering back through and away from the canon timeline of events.

I’m really not sure the integration of events from the TNG movies and the Star Trek 2009 movies went all that well. Feels wonky, like trying to force a square peg in a round hole. I really think you might have been better off sticking to one or the other, rather than both.
It’s unclear whether this is just a symptom of being very early in the story, or whether this will be an ongoing problem, but this chapter mirrored the canon events way too closely. There is an ever present fanfiction danger that authors must avoid at all costs, that being having a character like Harry involved in the canon events simply by being there and speaking, yet everything plays out mostly the same. Again, maybe I’m jumping the gun here and things will diverge more in future chapters, but I’m a little worried.
