If you make a fanfic where DxD characters react to Raccoon City, then you need to understand that they will not be interested in just looking at the ordinary Leon Kennedy, the only correct option is to make it so that Leon is Issei from another universe. One can also make the possibility that there is a Cosmic Spirit who teleported the original Issei to the world of Resident Evil in order for him to save that world for the sake of cosmic order. At the same time, Issei, finding himself in another world, will again become an ordinary person.
Like Leon, he will have to stop the Umbrella Corporation. When, at this moment, Rias, Asia, Akeno, Koneko, Xenovia, Irina, Ravel, Ophis, Kuno, Kuroka, Kiba, Gasper, Sirzechs, Mikhail, Azazel, Vali, Saji and Sairaorg will watch Issei's adventures dedicated to the second and the fourth part of Resident Evil!

Its rare to get a story from the angle faction perspective. so thats. Cool; it does seem a bit rushed disjointed in some places though. Thr part with Raynar made zero sense. The thought of a weak fodder level fallen having power that a seraph cant undo and heal is weird. Should have just had Gabriel show up after he wad dead anf played it off as she cant heal death so resurrection was the only option rather then making up a reason she needed to turn him. Also think his would work better with an OC rather than Issei. The idiot pervert in the angel faction doesnt make sense. Best to build a new character rather then go back and fix all 1 million of Issei’s character flaws to make him fit. Also think the deal with his parents was a bit much. MC wad already turned into an angel and already on that path. Adding a by the the way your dad is special anf now magically your mom is to but nobody knew because a magic spell was just unnecessary and doesnt really add anything to the story. Just makes it feel more jumbled for no reason

If you're curious on what to do about Rias and her peerage then simply do what you'll think would happen in Issei wasn't involved. Rias loses the rating game but Sirzechs interferes in the wedding. Have that cause a schism in the Gremory family. Rias father wanting to strip Rias of her heiress position but with Sirzechs saying he won't put his son in the position limits their fathers moves. Maybe have them trying to have another kid to name heir.
For the devil faction it's not going to work well especially with the Gremory. I'd assume Issei helps Xenovia and Iriana with the mission to Kuoh. The main problem is after the attack on Kuoh. How much damage does Loki do and does Kuroka successfully kidnap Kokeno. There's no Issei to fight Kuroka. Thinking about it how will the piece deal work without Issei and Xenovia helping with Gasper. Basically Rias is down a Bishop, kinght and a pawn. Maybe she decides to go after one of the Kendo girls as knight? Maybe the other kendo girl becomes a pawn? Maybe think what happens to Rosswese also especially with the most likely failure to stop Loki. Kokeno is most likely Kidnapped before the fight and I doubt Rias, Akeno and Kiba can do anything much. Rias father peerage most likely won't make it to the young devils tournament intact. Sona and her peerage probably gets a bye in the first round due to the destruction of Rias peerage.(At the worst Sona wins against Rias and her peerage )
