A powerful story. The Reapers' rigging of the drawing to target Prim repeatedly was obviously the last straw, leading first to the girl martyr and then outright rebellion. Ironically the Districts would put up with the Reaping as long as it was "fair".
I hope that you add a second chapter spelling out the hovercraft's purpose. Did the revolutionaries send it? Or did somebody in the government decide that they could defuse the revolution by sparing Prim? (not bloody likely).

Wait, so when Prim did go in, was she the only one who survived the bloodbath at the Cornucopia? Because that's what it seems like to me. You should update this to elaborate some. (Also because I like the story and plotline. It's really good!)
