was summer the winter maiden? because that seems to be what it says and by that logic it would mean that ruby is the new winter maiden. is that where you were going with this because if not then it should be made clearer in the next chapter.

Ok for a second there I was worried that you were going to take a significant action away from the one of the main cast. I have read another story where they did that to Juane in the forever fall forest and it completely ruined it for me. So please be careful about such things and sorry I only just now caught up to the current chapter so I have other things to say.
Like her stay at beacon since a young age. While I don't mind it does seem like something that would be impractical to raise a kid there constantly around dangerous teens. But whatever it has already passed so no use dwelling on it.
Ok next thing I want to say is I like her outfit. Noel is one of my characters in the game and while I don't mind others might. So maybe have some variation later down the line. Same for her guns, but that has already happened with the blades.
Next thing is I think that maybe she is a bit too powerful. Don't get me wrong if she is this Guardian then yes she needs to be strong. However as she is now I think that maybe it is too much. After all the Maidens, Salem (presumably) and Ozpin are supposed to be the strongest in the RWBYvers so she should have potential that rivals them not exceeds them. So I would have been able to accept if she was a bit of a prodigal child like Ruby, but not even being at that age and already able to beat the strongest huntsman in training at the time is too much. So I suggest nerfing her so that she isn't too strong for her age.
Now speaking of Ozpin, have you seen any of the new episodes of RWBY and the World of Remnant videos. Both have valuable info and if not I can PM you the details that I have pulled from them because I don't want to say spoilers here for those that haven't. Then again if you are reading this and haven't caught up in the show what is wrong with you!? GO WATCH IT!
Ehem. Continuing on as I ask before if she soloing I can see that and you have stated that you dislike making OC characters, so I offer mine and my serves to make more of you wish to make a unique team just for her PM me for that if you want.
Finally as far as pairings go I am fine with OC with Ruby or Velvet (since she would have already prior contact with her it should be interesting) for the choices you have given us. Though any other suggestions would depend on how much of Canon you are changing so that would be nice to know, but few others would be Yang, Neo or even Cinder(this would be waaaaaayyyyy down the road and could be part of a redemption arc for Cinder). Also curious if you will take guys under consideration for this too or not.
There are a few other pairings that I would like to see like Ozglyn (I just feel this is very fitting since they are around each other a lot) or Qrow x Winter because their dynamic is entertaining. However I will now list ships that are either cannon or ones that I straight up think you shouldn't mess with:
Coco x Fox (this is canon though not sure what the actual name is)
Renora (not announced as canon yet but might as well be)
Arkos (made canon then THEY BROKE OUR FUCKING HEARTS!)
Eclipse, Bumblebee or Eclipse Dragon (different variations of Blake ships and personal favorite is the last one, but at least one of them will be canon soon enough)
Iceberg (this isn't canon, but is pretty damn close and one I personally like) or White Rose
Anyways I don't think that this is a decision shouldn't be until way further down the road like how many of them are in canon. Well good job and good luck with your writings and let me know what you think so we can discuss things further.

This seems like a super interesting story! I love the whole guardian concept and can't wait to see Azul in the main story! I also feel like Glynda would be a cool mom XD. Update soon!
