Well... that happened.
I do like the fact that his people do fear him as they would anything strange. Very believable.
At first I was a bit sad that you decided to go the Stark route. But the family angle for fostering makes sense though to be honest it would have been badass to have been sent to the Blackfoot. He still could in order to be his squire, a page for Stark and a squire to the Blackfish works out. It would also do wonders for his reputation in the Riverland.
Looking forward to more.

No offence but I am entirely sick of the North or The Starks in ASOIAF fics. It seems that every single one of them have to have them. This one was centered on another Kingdom and not a Lord Paramount, making it unique to me only to shoo in the Starks.
Smallfolks have no power or saying when it comes to Lords regardless of their feelings on the matter. I don't mind the fostering even if I don't see a grieving mother sending off her only child, but the Starks are so overused it's not funny.

Very good, a powerful start. The emotions, the politics, the dialogue, all well done. The idea itself is also very intriguing, hope to see more of this.

I really have to give you props on he scene with Jon Arryn, that is one actual (fuedal) political scene at play. Many stories here in ff just don't really take in the subtle and not so subtle back and forth that goes into making deals in those times and that the higher station doesn't always win or that they come into an easy accord. I hope to see more of that to come.
One thing however, by all accounts the Whents should have been a wealthy house prior to the Rebellion that fell into a slow decline.
