The Dursleys should be checked for tampering as well. check the so called Wards at the house. Check for spells, potions, curses and hexes. If none exist the have them tried by the non magical system. They will never recognize what they have done is wrong UNLESS judged by a jury of their peers. That means non magicals with a knowledge of the magical world.
