The only law that doesn't allow certain people to marry each other regard Clan Leader for example Sona and Rias you noticed that Issei couldn't have Sona that is for a good reason it is extremely complicated and dangerous for two Clan leaders to love the same person.
This law prohibits this action because it involves not only wealth and territory but also Feudal Rank as well and it has caused in the past a bloody feud between Clans so this law was implemented to stop this action.

I hope you include a Harem for Itachi the reason you see Harems in Dxd is not by chance but because it is a common law practice by all Devils they are beings ruled by ambition and desire and ethics and morality are different than a Human.
The Father of Rias is a small example of a Clan leader that has a huge Harem it is their choice to have them or not it is fairly standard practice for the Male Peerage leader to have sex with his Female Peerage members this was practice by Raiser as you know.
The Female who is the Main wife normally controls the Harem and directs them but Issei became a wonderful person in deciding that these girls that love him should be treated equally like Rias so he decided to marry them so there will be no concubines in there.

Glad to see Michael noticing itachi's power, i've always hated how patronizing and his charecter was. So much unnecessary attention drawn to is power too.

Reading the summaries I feel like, "woah, this seems good". After reading the ending of chapter 2? I suddenly put off by some people, probably villain, have Sharingan and the knowledge about it
