Hello.
I like Warhammer 40k. One of the first fanfiction I've read was a big project for W40k, that was called Warhammer 50k, and was about the future of that universum.
I think that this kind of shared franchise created to selling products sadly don't have any potential for an interesting plot outcome by its creators. That's can be just like with Warhammer fantasy, which was just ended by Games Workshop. Stuff like Warhammer, Warcraft, Starcraft and others always get more and more complicated, and there isn't any real possibility to just develop plot, because that would be too controversial, and no one know where that is going. So only people like you and others can write interesting histories of future in that universes.
In W40k there are groups one worse than others. Orcs are just barbarians, stupid green mushrooms, no civilization, just spores. Chaos is well chaos, barbarians who only can twisted everything. Tyranids, the great devouter, alien horde who only eats everything. Necrons, stupid, brutal machines of doom. I wonder who is going to win necrons or tyranids. Tau, space commies.
I don't think that the Imperium was totalitarian. People forget that there were millions of planets, and most of them never seen any war, and people live peacefuly on them. And with their relativly primitive information technology, the centraul beaurocracy isn't very effective with creating policies. The Inquisition is just special services. The only way to conquer all galactic filth is development of technology, just a thing which the Imperium lacks, prefering idiotic Adeptus Mechanicus, so they are going to lose.
