I have a bad feeling about where this thing with Xcution is going... as it turns out reading the can't fear your own world novel really changed my opinions of them and I won't spoil it but, it makes it hard for me to see them as villains any more.

thus far you have an interesting story really. I may somewhat disagree with a number of things you've done thus far but, I'll still keep going. that's actually rather telling of your story, that even if I don't like some choices I'll stick with it. realistically I'd say the average devil is far stronger than the average Shinigami and there are far more of them. this doesn't really take into account the other Shinto forces though. I do think that powerscaling needed to be addressed given otherwise Shinto wouldn't fair well at all. in saying that disregarding Serafall and Asmodeus would be a crime as well. all 4 of the current Satans are supposed to be stronger than their predecessors and so are pretty damn strong in their own rights. then you have just a tonne of ultimate class devils would be on par if not superior to captains. remembering Yasaka was apparently a big deal being on par with an ultimate class devil.
Anyway, I'll see where this leads.

you could just explain it during fight with kokabiel. his the first major antagonists of dxd. unless you've change him a bit and turn him different. it still didn't change that he is the first taste of ultimate class.

I enjoyed how you handled the scene where Ichigo talks about his hair. You didn’t go the usual route of him outright getting riled up and saying its his natural color. It was built up nicely and was frankly a refreshing take, even if subtle and minor. Anyway, looking forward to what else is in store!

Personally I'd vote for a Ichigo x Kalawarner pairing because 1, i love crack ships and 2, it would be quite the plot twister for him to show up when the devils are about to kill her. That would definitely throw Rias off her game and make her very wary of him.
Other than that, I really like this so far. There are a few mistakes here and there, but the quality of this story outweighs them. You might want to work on the narration though. It's not bad, but at some parts it just feels like it's dragging on.

It's pretty sad that the Boosted Gear ended up in Issei's hands. All that potential power wasted on him. Honestly, his first spell was invented to shred up girls clothes to seen them naked.
I'd like to say Rias has absolutely no idea what Kiba went through. It's not like she ever grew up an orphan, got exploited by her guardians, used as a guinea pig for a weapons project, suffered extreme poisoning, and was left to die only to be revived into (admittedly luxurious) slavery. She really doesn't understand Kiba's plight at all. I'd bet Ichigo would call her out on that.
Really hoping Ichigo doesn't teach the Devils how to use magic without magic circles. I mean, Ichigo doesn't really have any reason to trust them let alone help them. He's more or less on assignment to help kick them out of Kuoh for the Shinto and explaining how his abilities would work to potential enemies would be a big error in judgment. If they do learn, they should have to learn through trial and error.
While my knowledge of High School DxD is very limited, didn't Issei struggle to do a set of pushups after becoming a Devil? If Devils were meant to be stronger than humans, then that meant he was phenomenally weak as a human. Reminds me of Master Shifu from Kung Fu Panda saying to Po, "For you, there is a level zero." But seeing how weak and slow Issei is leaves me very disappointed in him. Beyond that, Ddraig even acknowledged that Ichigo's actions to defend Asia and Koneko from instant nudification classified him as a good guy, further emphasizing Issei's horrible rep.
If anything, I'd bet Ichigo will become a more worthy opponent to Vali in the future. Then again, that's assuming Ichigo decides to let Vali live since the latter lives to fight and might even instigate a war to satisfy his battle mania.
I was surprised Ichigo had a fantasy about SoiFon of all characters. I don't think those two really interacted that much enough for something like that to be imagined. Rukia and Yoruichi I can understand, but Rangiku or adult Nel would've made more sense to me.
Still, it makes me wonder which Zanpakuto spirit would pester Ichigo about his closet perversion more: Hollow Zangetsu or Ryujin Jakka?
Yeah, if Ichigo has retained any of his looks from his Dangai state, the entire female populace would be lusting after him, minus the Devils of course. Long hair, defined muscles, brooding demeanor, piercing gaze, I totally see it.
Poor Ichigo has to deal with a school full of perverts now, male and female. It's like he's the sole white sheep among all the students with him being the only guy who understands the concept of self-control.
Still, I loved how he was snarking at Sona, unwittingly using loopholes to avoid trouble. I can't wait to see what kind of sarcasm he'd unleash on Rias. That would be a sight to behold. Sure, the students will despise him for daring to talk smack about one of their idols, but hey, it's Ichigo.
When Ichigo was giving his all-female class his intro, I imagined a scene from Sym-Bionic Titan (great show, btw):
Teacher: "Class, we have a new student joining us today, Ichigo Kurosaki. Care to tell the class a little bit about yourself?"
Ichigo: (narrows eyes slightly away from the class to give a Death Glare) "No." (the girls swoon)
What exactly does the Church teach their militants? They sent two of their younger members abroad with limited money and even more limited means of blending in with Japanese society. It's like they forgot the importance of a well-rounded education.
Can't wait to see how the peerages will handle Ichigo's involvement and vice versa. All I can guess is that things are going to get ugly. I also hope that Ichigo will manage to kill Freed Selzen painfully (after hopefully interrogating him for info), the psychotic exiled priest. That guy gets way too much plot armor for his own good in canon and otherwise considering he's usually facing enemies way above his weight class.
