Harribel was considered the 3rd Espada over Ulquiorra for two reasons. First, Ulquiorra never revealed his second form. Second, Ulquiorra does not have a decent capacity to take on multiple foes. He may show himself to have more raw power than her in the physical front, but Harribel's ability to control water and skill to take on any amount of enemies simultaneously was more useful than the greater one-vs-one power that Ulquiorra had.
All of the Top Espada were chosen mainly because they fielded abilities that could deal with multiple opponents at significant power. Aizen was more interested in this as the force would be surely outnumbered by the Gotei 13, so he more highly ranked those capable of fighting in this manner with significant capability (Stark's Guns and independent wolf spirits attacks, Barragan's decay field and Hallibels water control).
Ulquiorra may be deadly strong, but I have no doubts that against multiple foes he would be nowhere near as effective as Hallibel SHOULD have been capable of (I say should, because even Aizen was disappointed at how ineffective the ones he chose ended up being).

Yet again I find myself unable to give any critique. Everything is amazing. I would say something about the length of the chapters, but with how fast you write/post them, and at such high quality, it would be rude.

No, Aisslinger T_T You were to smart to be killed like that. Skullak is not happy his number one fraccion Aisslinger be killed. He be even more mad if his love Cirucci was killed. Then you can see the all the Soul Reaper there would be slaughter by the power of the First Generation Primera though. Hell will come to those that kill them.

I am both lazy and patient so I think I'll just wait until the point of the story is reached where the answers to my queries arrive. After all, I just wanted to put ides out there even if I shouldn't always expect a response due to spoilers.
For this chapter, all I'll say is that either here or sometime in the next few chapters (this story IS quite fast-paced like you say) the following line will be appropriate: "It was then that Soul Society (or the Gotei 13 and Central 46, maybe later extended to the Soul King and Royal Guard, since the non-militant and non-nobility citizens are innocent) knew that it/they f***ed up." XD :P
