Why would Voldemort want his own candidate for Minister before the Battle at the Ministry? Fudge was doing exactly what Voldy wanted: nothing. And after the Battle, Lucius couldn't let Narcissa learn anything, as he died there. Or it seemed like he did in Chapter One anyway, with the "late Lord Malfoy" comment. I mean, we didn't see him die on-screen, so I guess it could have just been a slip of the tongue, but ...
