I think that Naruto being the Jinchuriki was supposed to be a secret but Danzo leaked it but he only did so(I think, don't quote me on this) because the villagers were getting uneasy because of the Kyuubi attack and they didn't have an outlet for their anger so he gave them one in form of Naruto. Hiruzen allowed it because the Will of Fire is synonymous to the needs of the many outweigh the needs of the few, but I digress. I have to say the old man is completely blind to his real mistakes! His real mistakes are are not getting rid of and/ or punishing those that do wrong with the civilians or Shinobi no matter who they are. Example if he truly what'd what was best he wouldn't be catering to the blind fools of the village, and he would have killed danzo a long time ago cuz he has committed treason more than three times that I counted the old man is aware of. Which in my book makes him as bad as danzo here. Another is if had actually made the hard choice he would have actually been punishing those involved with all these heinous acts against Naruto. Then Naruto would have even wanted to leave Till his family I check him to get him (which he wouldn't know) there for the kyubi incident at night wouldn't have happened cuz people would be too afraid of the consequences especially if they made it more severe than just execution. I can go on and on with all the mistakes and falsehoods that he's telling himself but I'm not going to.
