So, just curious, when writing the moves for these pokemon(and for the ones that are the same Pokemon or have similar movesets) did you ever just give up and copy and paste it? If so, I wouldn't blame you(as it I were you, I would definitely do it) and I am just curious. If not, good on you, my friend, not many would be able to do this with out copy and pasting.

Riolu, like Epeon and Umbreon only evolve with a high enough trust. Maybe have Riolu evolve during the gym battle with Brock. Fighting types have advantage over rock types, so it makes sense to use him then.
I see no problem with the groups of Pokemon, especially since most of the ones with Kangaskan were in region. Flygon and Pineco are a bit of a stretch. I prefer stories that stick to regional pokedex for the most part with a few exceptions like surprise pokemon as a tournament prize. Bleed over from Johto is also understandable.
I do suggest that if you want him to have more out of region pokemon, the upcoming trip with Oak is an excellent excuse. Travel around and meet other Profs, and catch a bunch of pokemon nearby leaving them scratching their heads thinking "what the heck? Those don't live anywhere near here."
A suggestion for making him far less dense where the ladies are concerned is to have him ask Professor Oak a very awkward question: "What is Pikachu doing to Raichu?" (Or Lycanrock to Suicune). This could lead to a very detailed education from his mom and Daisy, thus launching Junior Professor Ash's chosen field of specialty - Breeding Habits of Pokemon lol
