interesting twists! I like how you wrote the letter.. pity that bat didn't deliver it.
but few things don't make sense to me.
one .. the World government have a lot of power and control the newspaper.. why would the world government send a request for Luffy to become Warlord and let the newspaper publish this story about his family? (why would luffy or anybody of the crew just believe it )
the world government never ever let be known that Luffy defeated crocodile or the leak guy (Moria) .. so they wouldn't name it on paper that can be shown as evidence that they agreed to it or acknowledged it.

Honestly id like to see Smoothie go out by herself maybe with her two closer sibling sisters and actively seek out Luffy not Katakuri like the other story for a change of pace.

I liked that Luffy giving the fruit devil to help his alliance... it's good and smart move.
not sure about the new crew members yet, but will see how they interact with others.
the Strawhat original joined Luffy looking for their dreams. (zoro event told Luffy if he came in front of his dream he will kill him)
I can't see Nami accepting the change with grace.
we really don't much about the devil fruit, so your explanation for the change in Luffy's personality works like any other.

good to see Luffy's attack... don't disrespect Ace, just don't!
Luffy's anger about Garp,even though is justified is very OOC.. Luffy would blame himself for not being strong enough to help Ace.. that's why he shouted at Whitebeard that he will save Ace alone.
but maybe the new fruit can explain some...

hmmmm... an interesting concept that the rubber fruit what made Luffy less "smart " and less growing.. it does fit and not at the same time.
because Luffy before eating the fruit (as seven years boy) had his smart moments and stupid ones.. so yeah eating the fruit could have affected his brain... but you also changed his personality here with new fruit.
it's kinda ironic that eating new fruit fixed him. LOL
what have they thought about Sabo being Luffy's brother... and him calling Luffy 'Lu'...?! :)
but still, an interesting take and I like the new name... but what about Luffy's promise to Shanks, was it effected?
