Who is he talking about? Wanda and Pietro? Because they don't. They don't have them to rescue. Their powers come from the mind stone. HYDRA only started experimenting on them after getting the sceptre from Loki.
That hasn't happened yet (and never will) so there is no Pietro or Wanda. They're just living normal not super powered lives as orphans in their terrible country.
