If I remember correctly all might had a candidate already before picking Izuku. The blond year there dude with wierd eyes. There’s no need to search.
Also All might already said that one for All is the accumulated physical potential/power of all the users. His quirk might be added to the one for all package but it won’t power it.
Other than that good work. Interesting concept.

The story is great! But kinda disappointed that Izuku won’t have one for all, I personally like number 3 where he attracts hot girls.

Plus, Marvel's Phoenix Force was a very old bundle of psionic energy. Izuku's quirk would be more like a baby PF that only just recently hatched if it were in any way similar to Marvel's PF. Still, I wonder if he'd be able to use his blue fire to heal others. Just a thought. Might be more believable than Endeavor somehow spawning a kid with white hair, blue eyes, and a quirk that produces a gaseous substance similar to Light Eco from Jak & Daxter. Fire and Ice can produce gusts of steam and glowing light. Though how that translates to producing a gas like Eco is anyone's guess. Would be funny if the kid turns out to be genuinely sweet in terms of personality and people keep wondering how she can have Endeavor for a father. Sort of.
Honestly, I can see Izuku using Rokushiki, Sanji's Black Leg style, and other leg based fighting styles if only because of him wrecking his arms being a meme that some one had used as an excuse for that story's Izuku having weak arms which he didn't wreck. Too bad Tenjho Tenge doesn't get much mileage or Izuku could just use Uraate techniques when he wants to use his hands. Of course Izuku could probably use the leg styles in conjunction with his hands wielding a weapon that he either can't just let go of in the middle of a fight or simply can't let go of since it's like the shield from The Rise of the Shield Hero.
Or his hybrid quirk could somehow make Izuku into a mini-Godzilla. For further elaboration, see my profile page. I tend to put up questions that hopefully inspire ideas that give rise to stories. Honestly, there's quite a few possibilities for the mix of Inko's telekinetic ability to pull in small objects and her husband's ability to breathe out fire. Breathing in fire and/or fire-related stuff while also pushing out telekinetic force... Don't know where that was going, but what if Izuku could pull in heat to a single point before pushing it out as a concentrated blast? So many possibilities.

I like the the first idea, and it would be interesting to see a Soul Reaper styled Deku. The second idea...almost gives me the impression of an organic omnitrix. The chick magnet idea would be good for a laugh.

Please please please, keep this going. THis story has an incredible amount of potential and could easily make a great story, if not become a legend in the boku no hero community. I love it so just keep doing what your doing.

Other than a few grammatical errors, this story looks good. There’s one part that describes Toshinori’s eyes in the beginning that was cut off, but other than that I couldn’t find too glaring errors. I hope this will be one project that you upload more frequently because it’s one of the few BNHA stories that doesn’t have me reject it from the first couple paragraphs. It has good grammar, the dialogue between the people isn’t too out of character, and your pacing is good. I can’t wait to see more of this.
I’d like to put my vote on idea number three for your next story. There’s not much pure humor stories for this fandom with good grammar (if you can’t tell bad grammar is one of my pet peeves in a story) so this one would be a breath of fresh air. Also I mainly want to see this written to see the reactions from he guys of U.A. when they find out that Izuku is a ladie’s man. It will be hilarious, and it’s one of my guilty pleasures to read.

I really enjoyed this! It's always fun to see what ideas people can come up with for a "Deku has a quirk!" fic. I'm also glad to see that you're not just making him the holder of the Phoenix Force. I completely agree with your AN that it would be ridiculously overpowered for the MHA universe (at least at the moment, who knows with the supposed quirk singularity that has been suggested in the manga!)
I hope you continue this fic. As for the other ideas, I'd be very interested in reading the first three. The fourth is kinda iffy for me, but Idea Two (Deku with altered AFO) sounds like a really fun read!
