If you care about complying with book-canon, please be aware that there is no evidence that Legolas and Aragorn were well acquainted before the Council of Elrond. It is also clear from dialogue in "The Passing of the Grey Company" that Legolas does not know Elladan and Elrohir well, and probably not at all. He seems to be impressed with them and describes their gear and appearance, but not in terms that one would use to describe friends. The notion that Legolas and the sons of Elrond are buddies is strictly (inaccurate) fanon. You could write a story that takes place during the War of the Ring any time after the Grey Company finds Aragorn and company, or indeed any time up to Aragorn's death 120 years after the fall of Sauron. (Of course, if you don't care about sticking with what Tolkien wrote, then ignore the foregoing. If you are writing movie-canon, the Sons of Elrond are not in the movies. OTOH, Aragorn and Legolas apparently DO know each other.)
Here's an idea. The Sons of Elrond were included in the debate of the Captains of the West after the Battle of the Pelennor Fields, but Legolas and Gimli were not. Why? Should they have been? How did they feel about being excluded-upset? angry? relieved? apathetic? Did any of the others think they should have been there?
