I Think it's perfectly reasonable that Nero won against Ares.
I mean he kinda has to be Nero after Dmc 5, sooooo...
Unleashing his max. power, at least in my opinion, should be about the same raw power as a god.
God's do have more to offer than just raw power though...
It's complicated, but I don't think Nero is weaker than the gods at all.

As additional sins, i would like to mentions others:
In the case of Athena, the so called goddess of wisdom, in the story of Medusa, Nero forgot detail the part in that after be raped by Poseidon, Medusa was unfairly punished by Athena, only because the incident occured in her temple, leading to that the goddess used Medusa as scapegoat, than live up her title as a goddess of wisdom and takes matters against Poseidon for this offense against one of her priestess, making the case of Medusa similar to the tragedy of Kallisto.
In the case of Aphrodite, the so called goddess of love, besides to be constantly cheating her husband, one notable crime in her record, was the war between Greece and Troy, because Aphrodite was who caused this bloody conflict that cost thousands lives, to hypnotized Helena of Sparta and makes that ended in love with the prince Paris of Troy, the incident that served as spark for this ruthless war. Adding that as other crime, was during the events of the Argonauts, in that Aphrodite hypnotized the princess Medea of Colchis, to makes that ended in love with Jason and helped him with his mission, leading to that Medea betrayed her family and become a pariah in the process, all this tragedies caused by the so called goddess of love.
Nevertheless, in the case of the gods mentioned in the final notes, i think that some of them were actually more fair deities than the gods that Nero mentioned
Like Hades, that his only notable crime, was kidnapped and married his niece, Persephone. Yet, Hades showed be a faithful and devoted husband to Persephone, unlike Poseidon and Zeus who have history of get several lovers. Adding that the god of underworld is a deity very fair and reasonable to treats the mortals, despite to the stereotypes against him for his connection with the underworld, making that Hades be largely a misunderstood god. Even, maybe this aspects were one of the reasons to that Nero was more willing to hear Hades and accept his job offer to makes a mission in Circe's island.
In the case of Demeter, her only crime was to punishes the nymphs that were with Persephone when she was kidnapped by Hades. Though that at least Demeter showed has guts to stand up to Zeus for this incident, and threat with refuses to brings fertility to the crops and cause a famine in the world, if Zeus doesn't makes that Hades return Persephone to her, unlike Hera who only limits to vent her frustrations in the lovers of her cheating husband, even if they weren't aware that their beloved was Zeus himself, than takes matters directly against her unfaithful husband Zeus.
To be honest, as Nero said, most of the Greek pantheon is too messed.
