That is a very good point. Maybe the reason why T’Challa was never labeled a criminal is because he’s a king. It also be because the Black Panther is supposed to protect only Wakanda. At least, that was the idea.

But there is nothing stopping the government from labeling Spiderman a criminal, so I definitely agree you there.
