You do know that Bulma didn't just get TICKETS on a cruise for 17 and his family, right? SHE GAVE THEM AN ENTIRE CRUISE SHIP all for their own use. At the beginning of the story, you say she got them tickets, but yeah, the richest woman in the world wouldn't be that cheap when getting a congratulatory gift for a friend's brother who saved the multiverse. She literally gave him an entire top of the line luxury cruise ship, so when he is on that cruise with his family, there is no one else on t4he ship besides them and presumably the crew who maintain and operate the ship.
