It is interesting to see the Imperium taking pages out of the genestealler and Chaos cult books in starting uprisings on planets to convert them. Especially considering how heavily Chaos they are leaning by actually using psykers to over power the wills and minds of lesser men and turn them into fanatics of their cause. Magically twisting and corrupting the minds of men to maddened service of gods is a staple of Chaos.

You can't say there is no warp and still have psykers. The best option is to just say the warp is calm and placid, which would also make every psyker much more powerful due to the total lack of danger from daemons but is the only way to still have psykers. This isn't a small problem either, you have taken away warp travel but have still displayed Psykers using their magic; this doesn't work. Your excuse for why Warp travel would be very difficult could be as simple as a lack of the Astronomicon (though it would still be possible). The Warp just not being there doesn't work.

For all it is rare for any innovations to make it through the labyrinthine bureaucracy of the Mechanicus, invention does take place. They are very cautious about such and any new technology takes a very long time to be approved and distributed, but it does take place. They also very frequently study and attempt to reverse engineer xenos tech (primarily Necron tech, but not exclusively), just with great caution as always. Examples of all such occurring can be easily found in any lore books involving them, but the easiest recent example is the Primaris and their equipment; almost all of which is entirely new technology. While this is a rare exception and a sign of the malaise being lifted by Roboute, it is not the only example.

Just a bit of information in case you somehow underestimated how easily a full blown fleet from 40k would conquer this galaxy: standard naval combat weapons of imperial ships can reduce continents to ash with a single shot, their standard naval engagement distance is over 500,000 kilometers, the speed they primarily move at during combat is .75c (75% the speed of light), and the largest ships amongst the Imperium are over 300 kilometers long. This is only the navy, and not even close to a full description of their likely, certain, and possible armaments. Fun!
