A bit much over the top. Abuse would have been okay, even heavy abuse. But to kick a child, stab it multiple times in the stomach, burn the hand for multiple minutes, ruining a perfectly fine meal which is even his favorite, etc. all within a few minutes?! I mean, Raven would have died, or bled all over the school. The Dursleys couldn't have hidden THAT much damage.
And a bit strange that Harry was awake but couldn't move. Only a glass of water allowed him to move?! Wtf?! What a disappointing brother. He should have helped her: accidential magic, animalistic vampire rage, human rage equipped with kitchen knife, simply tanking Vernons rage himself, ... instead he let his sister die (if it weren't for Lily).
And that Raven is now scarred for life, even though she was healed by Vampiric and Magic powers, is uncool too.

But I am slightly confused if this is your take on the idea/plot, a rewrite, or a continuation of the original fanfiction Hogwards Hybrids.
Its a few years ago that I read Hogwards Hybrids, maybe I should simply reread that one first...
