well this was fun quite enjoyed this i look forward to what undead you bring to undeath i suggest the dracolich from the adventure quest-dragonfable as they are fun skeletal dragons or maybe summoned skull from yugioh you got to a lot to choose with the amount of undead enemies around to choose from

Ship for him to manipulate his mother into leaving his father like control him to get caught cheating so he can "be there" for her because why not not like he cares about commiting incest
Hell he can make her hybrid one of many of dragon and human he has a start already
GodkinDragon(Make Ddraig turn him into dragon)Necromancy Dragon God in the making (Suggestion Black Dragon with green eyes and fire mby take Deathwing model instead of red make it green)
As to why make and get army of hybrids because he can later bully other pantheons and cause even bigger Chaos picking people that are homeless or outcasts they would end up loyal to him for choosing them for something bigger than they had but he will need territory to set them up for traning and shait

The third gamer necromancer has arrived! Story is well written, so I'm looking forward to the next chapter. I'm wondering how his interaction with the boosted Gear will go. Side Note: I got a bit of whiplash with the transition from his dungeon to Issei's death, but other than that it was a very good chapter :)
