Just realized something. In the Shido cruise ship was a TV Exec in charge of presenting the Okumura mental shutdown broadcast as one of the five letters of introduction mini bosses. Since that side controls... pretty much everything, it's not beyond the realm of possibility for them to kill Okumura in a different way like with Kobayakawa and Ohya's drive to find the truth could be what pushes her to follow who she's suspecting as the Phantom Thieves and enter the Metaverse. Her spirit of rebellion is finding the truth because that's her stance as a journalist.

absolutely adore this. I love you you give Ren flaws, he's not some sort of isekai protag, he has his moments of weaknesses, he is an acutal character. Keep up the goodwork.

After replaying the main story of Persona 5, I think there could be an option to give Chihaya a Persona with the ADP director having a Palace. Iwai is another possibility with since he's fighting to preserve his somewhat peaceful life, but that one is REALLY iffy with Tsuda just trying to cover up his screw up. Ohya... maybe if it was the higher ups that really kept her from Kayo and the truth and not just her boss as a middleman. I'd like to say Hifumi have a chance, but I can't. Her conflict just didn't match in the same way.
Anyways, enjoying this fic and REALLY hate this segment of the game. This fight sucks and this whole arc had the weakest storytelling in the whole game.
