Bravo Gabrielle. It's a worthy sequel to Valerie's story. I'm also thrilled to see a DS9 story from you. To me, it's been far too long and I hope you'll find time to write more DS9 stories.

This is really a very interesting alternative to the developments as shown in Dr. Bashir, I presume? It is somehow fitting. In The Emissary, he spoke about being on the frontier, of having volunteered for it, and in your story, he has found happiness in a real frontier and is helping its natives, not Federation members who have everything at their disposal.
The attitude of the Federation higher-ups has not changed much to the attitudes we see in our day and age: the arrogance of the so-called civilized and developed peoples towards the alleged primitive groups.
