At least he has some objects for saving his scaley hide.
Hitting the water would be... probably even worse to be honest. Almost as hard of a hit and then you could drown afterwards. Unless you're a Water-type, which he is. Which turns it from slightly worse to far, far, better than introducing the ground to totodile.
