If you'd make a full crossover with this level of quality then I'd read the shit out of that.
As for the intelligence of Elder Dragons, it's hinted in the lore that some of them are as intelligent or in some cases more intelligent than humans, they just have a vastly different view of the world than humans.
Personally, I think the handler is shit on a bit too much, but I absolutely agree that her airheaded antics aren't endearing and actively endanger those around her. She should not be assigned to fieldwork of any kind and should be relegated to paperwork and other similar duties. (though tbh she'd probably find a way to fuck that up too.)
