Swinub, Ice types are both rare but not completely so rare that it would be completely unique like a mega Houndoom would be. Right now James is too weak and ignorant of the world to be getting the kind of attention he would with a mega pokemon. Also grass types are common and while powerful it doesn’t have the same kind of social impact a rare super tank Ice type if the focus is going to be on getting enough attention to rise in the ranks.

All three are good idea's depending on how you want to balance your team, strong fire based for 3, but has same weaknesses, 1 has 5 types it is weak to, and 2 also has a weakness to water like arcanine. So they're all about how you want to balance it. I usually just get pokemon who have type advantage over my opponents in game, level typing steamroll most games. So since this isn't like the games that won't really work. Not going to vote because I'm just raw power till the end type so all 3 work. Love the work you've done so far!

Swinub is the best choice! Houndoom is too squishy, Mega houndoom is good enough, but it’s a condition and not a permanent state so, eh. Chikorita sucks, it’s your average grass-type, nothing special. Swinub eventually ends up as Mamoswine, which is pretty good. It’s an ice-type though, so that drags it down, but overall Swinub is definitely the better choice between these choices.
If houndoom ends up winning, I wouldn’t mind that much, but please, no chikorita. There’re better grass types out there.

interesting chapter. out of the options you provided chikorita would be my pick.
I'm really hoping evolving rejuvenates growling. cause arcanine is a great pokemon. and houndoom just seem a tad cliche for a villain to have. so chikorita is the best option.
though if I could pick a different ice johto type, sneasel is really cool and it's interactions with meowth could prove really interesting
