I would have to say swinub, mamo is a beef cake, gets access to many goods moves, ha is very good with thick fat reducing fire and ice damage letting you slam into another mon that normaly are a threat to ice types and the fact it has very good offensive stats, Chikorita line is ass, like its the worst grass starter in any generation because its just a average grass type pokemon in general overall with its move pool, has no second typing for resistances, but it has a one good thing about it and that is its average bulk for a grass type, but its typing lets it get bodied by poison, flying, fire, ice, bug. tangrowth is a far better choice for moves, and abillity wise and the fact its far more common, vileplum is better especially with its normal ability chlorophyll sun strats and typing, Houndoom is good until you look at it and realize its mega ability is eh at best, its fragile as glass with its typing letting rock fighting ground, water just roll you down, and there are better dark types around, and your fire type coverage is taken care of, with Arcanine who is good as a tank, attacker, and will o wisp chip. Im just leaving my reasoning the choice is yours and I am just giving out facts about why my thinking lead up to that. Also, do the breeders breed HA in the story?

In terms of coverage options 1 or 2 make the most sense but chikorita are damned awful so i say go swinub while if he was going for another canine type mon i prefer absols myself and while i agree with the staying in team rocket choice i personally wouldnt try to replace Giovanni as the leader as being in charge sucks

James is a Rocket's agent and Houndour line suit the theme to the t, you'll find an easier time writing with one rather than the other 2.
typing? Dark Fire type is hella strong, it also filled with many cool moves that writing wise more suited than earthquake. stat wise Houndour has more than decent Spatk and Spd stat capable of outrunning and OHKO most fighting type with their paper thin spdeff.

Very fun start for a story. :)
I'd vote for the Chikorita. Others might be rare or difficult, but the starters are practically impossible to get outside of very special circumstances unlike the other options.
