I like a lot of what you've written in the past, I don't doubt this will be any different. Gotta vote for option 2, just be careful this doesn't get neutered by ffnet.

New story with major CYOA-ish features. Nice!
In my opinion, 2 seems the most plausible. 3 is kind of the edgy route to be frank, because while I understand their POV, I still don't like the premise.
1 could be good if you can argue that the James SI isn't really a known criminal, but doesn't episode 2 of the anime contradict that?
So I'm thinking that while 2 is the most plausible, 1 would be another good premise (It can probably be a baddie to hero kind of story.)
So, I pick both? It's really hard to pick. If you have the time to do like two AUs here, one where the James SI tries to become Champion and the other a great criminal, I would be totally down for that. If not, we'll there are so many SIs out there that don't become criminals, so 2.

As far as I know his family is stupidly rich he can use them to obtain better Pokemon and then maybe he can leave for hoen to make a better life or something. Maybe make his own team like Giovanni did or go for the championship.

I like the idea of you running a quest/cyoa, but I'm pretty sure these types of things get nuked off ffnet. They don't like them for some reason. So it might be better to run it on SB, SV, or QQ. Maybe even anonkun or whatever. Unless you already post somewhere else?
