Renegade made some good points, not all Pokemon have animal intelligence. Heck, a lot are capable of telethapy and have minds surpassing humans. But anyway my vote is for ice type. Growlie shouldn't be THAT old and you can always switch up the team if you want something new anyway. Just seems pointless for James to come back for him only to be replaced.

Ugh, I'm caught between options 1 and 2. For all that Growlithe is "no spring chicken" we know that there are several "elderly" Pokémon in Canon that can kick ass. Like Kiawe's Charizard, which belonged to his grandfather. So, I'm not overly worried about Growlie's age being too much of a negative factor, especially once he evolves. Plus, having two fire types on his team seems like a bit of a faux pas this early on in the storyline. On the other hand, Houndoom is a favorite of mine and Mega Houndoom would be a great Mega Evolution for James to have on his team. Meganium was never one of my favorites, in fact I downright disliked it's design for many years before settling on indifference. I can appreciate him having a "starter" however, and his desire to diversify his team.
I do kind of adore the idea of James being a themed "dog trainer". This would include Pokémon like Lycanroc, Manectrike, Boltund, Lucario, Granbull, Stoutland, any of the Eeveelutions, or even the Legendary Dogs!

Honestly, I want to see you go Rocket here. I've read too many fics of SI trying to be the best like no one ever was. I'm not sure I'd want "James" to go full evil. Having a disregard for his pokemon would be an instant turn off. Yes, build a strong team, but don't treat you're weaker companions as trash either. Don't lose the wonder of being around these magnificent creatures with their own personalites and thoughts. I want Jessie and Meowth to stick around and for "James" to have a positive effect on their skills and abilites.

Ice types are shit, and fire type is covered for now, the best pick is Chikorita, though pure grass isn't the best typing it'll do. Mega Houndoom, to be honest, isn't worth it. Charmander is probably the best mega evolution candidate with Charific Valley around.
