While yes water breathing would let him have better kenjutsu and more techniques to use. Reinforcement can be used to enhance his sword and body at the same time though; plus he could enhance his lungs to not need to breathe as much, reinforce his equipment to provide extra defense. Goven how there’s chakra in naruto, this has a ton of possibilities, he can use reinforcement on his chakra system to perhaps increase how fast his chakra flows throughout his body, enhance the speed of how fast he regains chakra. In the end I’m voting reinforcement

Reinforcement combined with black flash is just tsunade levels of punching power along with enhancing iron clones and all his ninja tools makes it the better combo to be honest.

Reinforcements! I feel like that’s more useful than water breathing. Also, water breathing is kind of pointless if he’s learning a stronger versions of water breathing and also abilities too in the narutoverse.

You can use reinforcement on anything and water breathing is also good but when I learn the effects in the show are not real it lost alot of cool factors for me also its a style not suited to naruto. Reinforcement would be the better pick in my opinion. It made regular humans survive against servants in fate and maybe it could evolve into Mana Burst at a higher level.
