Also the Ninja world runs on the same calendar and time frame as the real world, they wouldn't have smartphones yet (Part 1 of the series they were still using 8-bit computers so no way they're gonna go from that to smartphones in just 3-4 years, especially with the way that chakra-based machines kind of skew development and result in a lot of backwards-ass tech and slower development).
