Yeah... no. That is certaintly not how things work in Shield Hero.
Level and Stats are the gods everyone bows to in that world so if you have a very shitty atk stat, then it doesnt matter how much power you have or how expectaculary powerful your weapon is, you will do shit damage to anyone and anything with stats way above yours and cosidering Naruto and Kurama were just summoned then their level should be 1 and their stat modifiers be complete garbage making their overall ability to cause damage pummel dramatically.
