Honestly, I wouldn’t either Naruto or Sasuke to be gender-bent, although if one of the HAD to be gender-bent I’d say Sasuke would be the better option. I wouldn't go for a harem. As harems are most of the time just bad. No one love interest gets that much development and they all just look bad as a result. That being said there’s nothing wrong with juggling a bunch of love interests to see who works best. So I’d be alright with that so long as you stay true to everyone’s character. I can’t help you much in regards to original jutsus or a rival for Peter as I haven’t watched Naruto since I was a kid. Sorry!
