Let me review a bit on your scientific thoughts.
Conservation of momentum, and conservation of Kinetiv energy;
1) Energy conversion is violated within our universe. Usually we only contemplat world but that doesnt hold true. There is breaks the conservation of energy. I got noone to answer me that one yet but i am sure that either the conservation of energy it self is bullshit or the widely accepted redshift. Redshift means photon enegry is reduced via time. (Between galaxies) Okay veeery slowly but E mc2 says photons are energy and which is coversable into mass so in a way this universe looses mass if redshift is a thing.
2) You say momentum and use m*v for momentum and (1/2 m*)v2 to calculate speed.
I see your logic. It is sound. I like it. You missed a few sore spots though. You could conserve energy and momentum even though you change the mass.
How? well there are relativistic formulas for momentum and Kinetic energy. Both of them using a constant c.
What if c was a variable though?
Lets say a mysterious element reduced the speed of light or made it faster? How would that affect mass if c suddenly became the dubble of what it had been out (E mc2 or E/c2 m) as C 2 c(original) it equals E m/((2* c(original))2) which then m/4 * 1/c(original)2. or in general; Making the speed of light faster makes you lighter. Making it slower makes you heavier. 3
I think e-zero tinkers with the speed of light. Maybe its a form of condensed tachions.
If i ever write a fic i will use this idea.

1) Bulwark is a perfect name for an Elcor. An alternative could potentially have been Dreadnought (or Krootox, hardy har XD)
2) Most likely word of mouth, sharing in places like Discord, and random chance. I found this thanks to a recommendation on Reddit.
3) Depends on context, but considering ROB is Random Omnipotent Being, it can be either an ROB talking with a local or the insert, or the insert talking to the locals about the ROB.

Since I have found this story, I have reread it multiple times. Definitely one of my favorite stories out there. I plan to read it again soon. I justcant wait for the next chapter.

For the first one yes with a council reaction and the second, Make it legal, just like with cannabis, we know that sellers alter it to make it more addictive, but if it is regulated like alcohol and cigarettes, that factor would no longer be so prominent and it would greatly reduce dependence on it. , not to mention that it would reduce the acquisition cost and would be easier to obtain, thus eliminating various aspects of illegality by taking away their market base, making it almost unsustainable for the cartels in economic terms.
Ps. But only with the drugs you could to ensure that they will not be more harmful to them than other regulated substances already are.
