Given the finding, MC would probably do better it the wards. I understand the common trend to just go "govermentrulesbad" but unless you have a weird thinker specialty like bakudas then you are most likely just going to do really well in the protectorate. Also unaligned tinkers are more at risk than any other type of parahuman because they are far easier to find.
TLDR- just because every single worm fanfic says "Dont want to join wards because too much regulation" doesnt mean it makes sense in every instance.
