Enjoying the story so far, with the English/Japanese naming I would recommend iconic jutsu such as the Rasengan stay big Japanese but thing like Grand Fireball be in English, for example Fire Style blah blah. And it’s not all that surprising that Sarutobi said what he said, he’s a military leader and just look at his decisions for the Uchiha, true he didn’t want to exterminate them but did it for and I hate this term, “The Greater Good”. Also I love that someone finally acknowledged that the Kyuubi is imbalanced due to the lack of Yin.

Damn and I was actually getting excited he might be a missing nin it just felt right after the overheard conversation between the two made it seem like the hokage had turned into a more manipulative version of danzo atleat in regards to how he sees he's subordinates afterall he basically said he will accept it or I will force him to accept it kinda like how I envision danzo trains he's root operatives it just makes it feel like naruto is seen as a full on slave to the desires of he's superiors and that he ultimately has no say in anything idk im still interested in seeing your next chapter

My personal opinion about Minato and Kushina. I really don't know how Minato took the decision to seal the nine tails inside a baby. Obito(masked man) had escaped from him. He could have easily taken away Naruto whenever possible when he was a child when he could easily defeat ANBU guards.
Minato and Kushina were orphans for so long. They too know that pain. Even though they made their own son suffer this path. Some may argue they died protecting him. But if Naruto was not brought near the fox nothing would have happened. I know Minato is everyone's favorite. But my opinion is he willingly sacrificed his son to his Nation just to maintain the balance of power and thought h is the prophesized child. Both of them were residing in the seal but never interacted, only when Naruto needed to control the fox's power. or losing control. Why didn't they appear before to confront him? well, these are only my opinion. This is your fic. So please do what you have in your mind, if you find it useful use it or just ignore it.
