That's not how Order of Merlin awards work. It's not a matter of ranking that 3rd is worse than 2nd and in turn worse than 1st. They serve different purposes. the 3rd is mainly literature, knowledge or entertainment. Which is why Gilderoy Lockhart has one. The 2nd class is for an achievement or an endeavor. Newt Scamander got one for his study of magical creatures. Finally, only the 1st class is made for an act of bravery or distinction. So either she would have gotten the 1st class or none at all.

If the memories don't show up in a pensieve then it should not show up via legilimency. Otherwise he could have used that to let Charlus see everything.

Harry had to deal with a lot of loss in the Final Battle, and he is only starting to deal with that trauma. Charlus and Dorea being there to help him with it will make all the difference.

Harry in your story has taken rational approach towards Dumbledore rather than bashing other authors take. Dumbledore is too powerful and solidly anti-Voldemort, completely ignoring him would have been terrible waste of resource.
