Difficult to say for certain, but I would like to think that the majority of the "prisoners" may/will become allies of Zero.

Looks like he's working on paying back his debt to his own kind atleast, maybe he'll even be able/willing to work WITH Magneto, follow their own objectives but have a similar enough goal to be natural allies. I can easily see his group and the X-Men being complete enemies though, but maybe even be able to sway Wolverine or Rogue if you have him involved in her recruiting
