i don't get one thing, if they can access their mana, why can't they do magic with it? it seems a bit arbitrary to put a distinction there instead of just reducing the wholesale amount of ppl who can access and use their mana down to the people who can do magic

Ok, I have to give some criticism now. Ever heard of “spreading the butter thin?” You already had a good thing going. Going for the low hanging poison fruit that are tropes is not a good idea. Isekai tropes are something that should be used sparingly otherwise, it leads to bad writer’s block then you will just get frustrated and decide to abandon the whole work because you did poor decision of “spreading the butter thin”.
Idk, what you have planned with this, but the more wacky isekai stuff you add, the more of a headache you are going to have in the future. You should focus more on Olivier, Valor, and your world building.
Maybe you can make it work. But usually too much isekai shenanigans leads to too many plotholes and dooms stories to terrible ending arcs.
(Rising Hero being a peak example)

Also I like how you showcased how much more powerful Oliver is now by using Keller. He was introduced as some imposing final boss type character, only to get his ass whooped in the same chapter (Oliver was going all out but still)
Beautiful prose btw, not even counting for the plot you're cooking up
