Excellent story! Arwen is wonderful here. You really see, that because of her long life, she really knows how to deal with diplomatic situations and men like Kha Khan. It also shows very nicely that she was fully co-ruler with Aragorn.
"I intend to be there," said Arwen.
"I do not think the Kha Khan would approve, my lady," said Faramir.
Arwen glared. "I care not what the Kha Khan thinks nor his entourage. I am Queen of the Reunited Kingdom and I will go where I will. Now I am going to spend some time in the nursery before my Guild meeting. I will see you this afternoon."
Her eyes flashed as she swept out of the room. She reminded Aragorn very much of her Grandmother Galadriel at that moment.
Absolutely he was trying to get Aragorn and Faramir drunk. He probably brought along that vintage specially. He thought he'd loosen them up and they'd make concessions in his favor on the trade deal. He ended up with a chance to humiliate the Steward by him losing a Haradrim-style fight, which would have given him bragging rights when he got back to Harad, and would have spread through Harad as gossip about how weak the Steward of Gondor was.
Arwen also expertly handles the Kha Khan when he's basically hitting on her to try to get to Aragorn (it almost works, Aragorn is really angry.)
"Somewhat surprised, the Kha Khan took a step backward. Then he laughed. "I like a woman with spirit. A pity you already belong to esteemed Lord Elessar, my lady or with your beauty I would choose you as one of my wives."
Aragorn looked furious. Before he could speak, Arwen smiled sweetly and said, "You flatter me too much, my lord. I am well content with the husband I chose."
All's well that ends wells, Faramir and Tahir will both be fine, Arwen's superior diplomatic skills got the Kha to sign the treaty, and as a bonus, he's leaving MT early. Probably when he saw his nefarious plans were going no place.
